Regarding the moderation,

The list is currently setup to only allow members to post. This has been
the setup of the list since its inception. Any and all messages sent to the
list by non-members are given a "moderation" message, and shunted to a
holding-pen.  The amount of spam that goes into that holding-pen is
substantial, and so messages that end up there have historically been
ignored (sorting through that mess would be a large time commitment).

If an off-list person wants to send a particular message to the list, they
can either join the list, ask a member to send it out, or notify a
moderator to look for the particular message and send it along.  In
addition, since city staff cannot join the list, an effort has been made to
ensure that their messages make it through the block, though this is not a
perfect system.

There is no moderation of messages sent by list members.

This was setup this way to minimize administrative overhead, and allow the
list to function in as much of an automated manner as possible.  As
Christine Chamberlain mentioned, operating large high-traffic lists can be
a headache without these measures or a full-time moderation staff.  Her
observations are accurate.
