This is supposed to be just some technical fixes, but to do it, they created a whole new kind of zone.  How it differs (as far as I can see):1) it is only urban (no compact neighborhood)2) first application of UC-1 is for areas controlled by the university/college by 2002; for UC-2, is areas controlled up to 20103) the transitional area is 1/2 as wide 4) I don't know if this is eliminated or moved, but it is crossed out:Within a Transitional Use Area, the Design District Review Team shall, considering the development on adjacent non-university properties and, to the extent appropriate, using the Durham Design Manual as a guide, review the site plan to assure issues such as street yards, building façade and site design are compatible with adjacent properties. 5) instead of a flat height limit in the transitional area, it has a step-back requirement: Within the UC-2 district, building height shall not exceed the distance to the midpoint of the right-of-way (or edge of the district if not adjacent to right-of-way), to a maximum of 75 feet (the ratio of building height to distance to midpoint of 
adjacent right-of-way shall be no more than 1:1, see diagram). Heights shall not be increased beyond this limit unless a major special use permit is approved in accordance with Sec. 3.9, Special Use Permit, in which case the height may be increased up to a maximum of 120 feet. 6) For both types, what is meant by "design standards" is made more explicit7) "and college" is added to everyplace it says "university"

Please be advised of the upcoming proposed changes to the text of the Durham Unified Development Ordinance (UDO):   Text Amendment TC1100015 proposes revisions to the following Unified Development Ordinance articles relating to the creation of the University and College-2 zoning district: Article 3, Applications and Permits; Article 4, Zoning Districts; Article 5, Use Regulations; Article 6, District Intensity Statements; Article 7, Design Standards; and Article 16, Definitions. TC1100015 will establish the University and College-2 zoning district which is to be applied to the existing campus of North Carolina Central University.  The Durham Planning Commission will hold a public hearing on TC1100015 on Tuesday, May 15, 2012 at 5:30 p.m. in the City Council Chambers at 101 City Hall Plaza, 1st Floor.   The attached document contains the text of the proposed change.  Substantial changes to the proposed action may be made following the public hearing.
