Thanks for the reply Carl.

I always question when citizens assume the person "must" be able to "hit the ground running."  An individual that quit school in the 6th grade can run for office.  And, if he or she wins, is presumed to be competent enough to handle the rigors of elective office.

That tells me that the job is more about The People, than the position.  

In support of this, I'll provide a brief example of how intellect isn't a requirement:

I attend most County Work Sessions and Meetings, and some City Council Work Session and a lion's share of the City Council meetings.  When I go to the City with a concern, more often than not, the Mayor, Cora, Mike, Steve, Diane and Eugene either already knew of the validity of what I feel "discovered" or staff verifies and supports my position.

To the contrary, when I go to the County, normally they have no idea of how to resolve my concerns (except Ellen Reckhow and yes, Joe Bowser).

And the questions I hear some Commissioners ask staff (presumably after having read their information packets) shows me they aren't informed and don't study issues.  Most questions they ask are already answered in the packets (which I've pulled online earlier in the day and gone thru completely myself).

So given this fact, I just don't see why the person to be appointed must be able to "hit the ground running."

This is not to belittle your choice's qualifications Carl, but really, asking (a)what is and (b)why must the individual be "hitting the ground running."

We have ppl already on the dias that aren't running yet.....

I can't answer to the impression of arrogance.  That's a judgment call.  In my estimation Anita is not arrogant, but has incredible confidence.  As for why her over Hyman, it has to do with the level of experience. Hyman has served, on an interim basis, as director of HR for the county.  Anita served as the head of the Orange County United Way, Senior VP for the Triangle United Way, head of the Youth Coordinating Board throuh the county, along with numerous city positions.  As you read, I indicated that both Hyman and Anita would serve well, but I give Anita the nod due to the level of experience as a top level administrator.  Keep in mind this is a short term solution.  At the rate we're going the term will expire before a selction is made.
