I think you are giving far too much creadit to the 751 project on this matter.  I oppose Foster for reasons other than 751, which I'm against.  My issues regard his inability to step down as NAACP President.  As important as 751 is an a long term issue, it simply appears that PA obsession with it is distracting from other important issues.  PA is beginning to feel like the DCABP, and I've had my share of problems with that.  Fix it.  Durham needs you

This is far better than the wishy washy positions of other primary candidates on this clearly important issue that has dominated the news for over a year now. If these other candidates don't
 have enough info to form an opinion by now, how can we voters be confident that they would bother to do any homework while on the BOCC? It is more likely these other 'undecided' candidates are proponents of the project but don't want to suffer any negative political consequences as a result, though they won't complain their implied position on 751 gets them nominated to fill Bowser's seat.

I'm not so clear on Foster's position.  It may help if one listened to what he had to say to the Durham Committee on the Affairs on Black People.  I've heard mixed messages on the topic, but haven't confirmed his flip flop based on who's listening

I've been away for a few days and spent this morning reading missed papers and catching up on local news. 
I see that there's another rezoning issue out on 751 in the near future. Could this be behind the "anybody
 but Foster" discussion about filling Bowser's BOCC seat?
I'm just saying. There was a lot of pro-751 development money in the primaries, and while this is a new project, I'm sure there are monied interests behind it too and, hence, pressures to buy time by installing someone whose positions on smart growth and development, particularly in this contested corridor, are less clear than Foster's?

I always question when citizens assume the person "must" be able to "hit the ground running."  An individual that quit school in the 6th grade can run for office.  And, if he or she wins, is presumed to be competent enough to handle the rigors of elective office.

That tells me that the job is more about The People, than the position.  

In support of this, I'll provide a brief example of how intellect isn't a requirement:

I attend most County Work Sessions and Meetings, and some City Council Work Session and a lion's share of the City Council meetings.  When I go to the City with a concern, more often than not, the Mayor, Cora, Mike, Steve, Diane and Eugene either already knew of the validity of what I feel "discovered" or staff verifies and supports my position.

To the contrary, when I go to the County, normally they have no idea of how to resolve my
 concerns (except Ellen Reckhow and yes, Joe Bowser).

And the questions I hear some Commissioners ask staff (presumably after having read their information packets) shows me they aren't informed and don't study issues.  Most questions they ask are already answered in the packets (which I've pulled online earlier in the day and gone thru completely myself).

So given this fact, I just don't see why the person to be appointed must be able to "hit the ground running."

This is not to belittle your choice's qualifications Carl, but really, asking (a)what is and (b)why must the individual be "hitting the ground running."

We have ppl already on the dias that aren't running yet.....

I can't answer to the impression of arrogance.  That's a judgment call.  In my estimation Anita is not arrogant, but has incredible confidence.  As for why her over Hyman, it has to do with the level of experience. Hyman has served, on an interim basis, as director of HR for the county.  Anita served as the head of the Orange County United Way, Senior VP for the Triangle United Way, head of the Youth Coordinating Board throuh the county, along with numerous city positions.  As you read, I indicated that both Hyman and Anita would serve well, but I give Anita the nod due to the level of experience as a top level administrator.  Keep in mind this is a short term solution.  At the rate we're going the term will expire before a selction is made.
