I didn't see anything alarming, but gave page numbers at a few places I thought others might want to check.

What it covers:1) Moves decision on temporary use permits to planning director from inspections2) Defines an "initial zoning map change" where the city has annexed an area and the zoning changes3) Need to have another conference with Planning Department if you don't get a plan submitted within 6 months of the first one4) If they are showing "building envelops" instead of "footprint," need to show generally what trees are there (actually this is moved from elsewhere)5) Unless the pictures are marked as "conceptual," any design change triggers "significant deviation" process6) Master certificates of appropriateness can now last up to 4 years, not just 17) Allow more things as "site specific development plan" for the purpose of "vested rights"8) A bunch of updates to floodplain rules to agree with FEMA recommendations (page 6-9)9) Limited ag districts in the city need to be inspected within 6 months10) Updates the rules for changing watershed protection overlays (see below for new text)11) Allows family care in any district that has single family12) Adds entries in use table on PDR to show other uses that are already permitted (either in old D-plans or PDR rules)13) Allows transfer stations in IL14) Allows utilities in more districts with minor special use permit15) Allow governmental facilities in CN16) Allow medical facilities in more districts; adds "day treatment" to uses for medical facilities17) Adds solar arrays to uses for utilities18) Adds drop in child care to retail uses19) Takes "medical" and "utilities" out of general office uses (since they have their own sections)20) Places of worship can't have on-site parking in side or street yard (guess they can use neighbor's yard?)21) Allow convenience stores with gas facilities to combine parking requirements for the 2 uses22) Clarifies landscaping for car lots23) No dog runs in PDR24) Adds restrictions on accessory structures (p16)25) Mobile vendors outside DD Design district and being there <4 hours don't need temporary use permit26) Clarify dimension standards for lots at the edges of cluster development27) For non-residential buildings, facade need to be at least 60% of frontage only if it is not the longest side of the building28) Clarifies open space requirements for residential in non-residential zones (p 21)29) They seem to take out a transitional area around the perimeter of CC districts (p 22)30) There seems to be a lot of requirement on open space minimal width that are disappearing (p23), but uses getting spelled out (p 27)31) Spells out how to calculate average finished ground level height and window area32) You can't count area that is going to be used for roads / right-of-way in your density or tree coverage calculations33) Trees by the power lines don't count unless they are the type that should go there34) Clarify / refine some things about the buffers around mass grading35) Clarify some parking requirements, adds standards for some new categories like R&D in light industrial36) Moves connectivity standards for developments to a different section37) Lets Transportation Department (as opposed to Public Works) have authority about TIAs38) Definition updates



		
	
	
		
			
				
					4.11 Watershed Protection Overlay

Paragraph 4.11.3 Rules for Interpretation of Overlay Boundaries


					A. When a property is divided by one or more of the arcs representing the one half-mile,
the one-mile, or the five-mile distance from the reservoir, or by the ridgeline that

The request can be submitted by any individual and shall include sufficient
information to enable the Planning Director to make a recommendation to the
governing body and NC Environmental Management Commission (EMC), as
appropriate.Upon request by a property owner whose property is divided by an
Overlay boundary, the Planning Director, or designee, shall be authorized to
determine administratively the exact boundary of the Watershed Overlay.


						B. For all requests, the Planning Director will evaluate the request and will seek approval
from the appropriate governing body for submission to the NC Environmental
Management Commission (EMC). Upon such approval, the Planning Director will
submit the proposed Watershed Overlay boundary change to the EMC, in accordance
with 15A NCAC 02B .0104(o). Upon approval by the EMC, the Planning Director will
complete the interpretation and modify the Watershed Overlay boundary in
accordance with the interpretation. All such changes shall be shown on the Official
Zoning Map and the Watershed Overlays Parcels Map, which shall be maintained by
the Planning Department.The Planning Director, or designee, shall interpolate the
general boundary as shown on the Watershed Overlays Parcels Map, but may vary it
to exclude lots of one-half acre or less in a proposed subdivision. In addition, the
Planning Director, or designee, may use identifiable physical features, such as roads,
streams or easements, as boundaries if they approximately coincide with the
interpolated general Overlay boundary. All such changes shall be shown on the
Development Tier Map, the Official Zoning Map, and the Watershed Overlays Parcels

							Commentary. The NC Administrative Code, in Rule 15A NCAC 02B .0104(o), states that
all revisions (expansions and deletions) to the Environmental Management Commission
(EMC) adopted critical and protected area boundaries or to the local government’s
interpreted critical and protected area boundaries must be approved by the EMC prior to
