City of Durham Coordinating Emergency Solutions Grant Regional
Application

Deadline for Durham Nonprofits to Submit Local Project Applications is
July 27th

DURHAM, N.C. - The State of North Carolina has just released the
application package for the Emergency Solutions Grant (ESG) for Fiscal
Year 2011-2012. As part of this package, the State is requiring a joint
"regional" application from Durham, and the City of Durham's Community
Development Department has been designated to develop that joint
application as the State ESG lead agency in Durham.

The purpose of the ESG program is to provide assistance to rapidly
re-house persons who are currently homeless, to provide homeless
prevention assistance to households who are at risk of becoming
homeless, to assist in meeting the costs of emergency shelters, and to
restrict the increase of homelessness through the provision of
preventive programs and activities.

Project applicants for these funds must be units of local government or
501(c)3 nonprofit organizations. All project applications for the use of
State ESG funds must be submitted to the City's Community Development
Department, 807 E. Main Street, Building 2, Suite 200, Durham, N.C. by 4
p.m. on Friday, July 27, 2012. The single community-wide application is
due to the State on August 13.

Three hard copies of the Project Application, including all required
attachments, project budget form and project match form, should be
submitted in one three-ring binder. A compact disc with electronic files
of all application materials, including attachments, should also be
submitted.

Durham is eligible to receive a total of $186,915 in State ESG funds;
$100,270 for emergency shelter activities, including street outreach;
and $86,645 for housing stabilization activities, including targeted
prevention and rapid re-housing. Durham's regional application and the
projects recommended for funding will reflect, in the judgment of the
Homeless Services Advisory Committee, priorities outlined in Durham's
10-Year Plan to End Homelessness (
http://durhamtenyearplan.com/wp-content/uploads/2010/05/Plan-Body-200.pd
f), HEARTH Act performance measures, the Federal Strategic Plan to
Prevent and End Homelessness (
http://www.usich.gov/PDF/OpeningDoors_2010_FSPPreventEndHomeless.pdf),
and Durham's homeless needs.

More information, including an overview, application checklist and all
application materials, are available at
http://www.ncceh.org/esgapplication.

Interested applicants are encouraged to participate in a free webinar
hosted by the State, which will offer technical assistance and answer
questions. The webinar will be held on Tuesday, July 17 from 2 p.m. to 4
p.m. Contact Michael Leach by email at Michael.Leach at dhhs.nc.gov or call
(919) 855-4991 for instructions on how to connect to the webinar.
