[Durham INC] Announcement | Draft FY 2013-2014 Annual Action Plan

The draft FY 2013-2014Annual Action Plan is available for public review
through April 15, 2013.   The City Council will hold a public hearing on
Monday, April 15, 2013 and the Board of County Commissioners will hold a
public hearing on Monday, April 22, 2013 to receive citizen comments on the
FY 2013-2014 Annual Action Plan.  Written comments may also be submitted to
Wilmur Conyers, Federal Programs Coordinator for the Department of Community
Development - City of Durham at wilmur.conyers at durhamnc.gov. 

The Annual Action Plan describes how the City of Durham intends to invest
its Community Development Block Grant (CDBG) and Emergency Solutions Grant
(ESG) Funds during FY 2013-2014.  The Plan also identifies actions that the
City of Durham and other local organizations will pursue to further the
strategies and priorities in the 2010-2015 Consolidated Plan.  

The goal of the Plan is to extend and strengthen partnerships among the
public and private sector to provide decent housing, establish and maintain
a suitable living environment and expand opportunities.

The Citizens Advisory Committee independently evaluated and scored each
application for CDBG, ESG and General Funds and voted to concur with funding
allocation recommendations of the Department of Community Development.  In
cases of discrepancies, the recommendations of the CAC are shared with the
City Council and Board of County Commissioners. 

About the Citizens Advisory Committee

The Citizens Advisory Committee (CAC) works to enhance housing quality and
affordability for the citizens of Durham by advising the City Council and
the Board of County Commissioners on housing and community development
needs.  Additionally, the CAC evaluates applications and makes annual
recommendations to the Durham City Council and the Durham Board of County
Commissioners concerning the allocation of Community Development Block Grant
(CDBG), HOME Investment Partnership Program (HOME) and Emergency Shelter
Grant (ESG) funds to sub-recipients.  The CAC also provides an initial
evaluation, and ranks and recommends applications pertaining to the
Continuum of Care Grant Program and other homeless initiatives to the
Homeless Services Advisory Committee (HSAC).  The CAC meets the fourth
Monday of each month in the Conference Room of the Department of Community
