INC members, to reclaim the right to be notified and have input before a
cell tower is planted in your neighborhood,  read the attached flyer and
contact  city council members *before April 3*, when the policy advisory
group for council, Joint City County Planning Committee (JCCPC) deliberates
on Amendment TC1100007 and the Wireless Communication Facilities (WCFs)
provisions of Durham’s Unified Development Ordinance (UDO).   INC’s UDO
study committee reported March 26, that the process for site plan approval
of concealed cell towers in Amendment TC1100007 simply shifts the tower
approval authority from one administrative body, the development review
board (DRB), *to one administrator*, the director of planning.   What’s
needed is a *revision of the UDO* regarding towers targeting  residential
zones.  “*The process for site plan approval of these WCFs by the planning
director,* “said the committee, *“is unlawful discretionary
decision-making.”*  ****
