The City of Durham is seeking interested citizens to serve on the Durham
Bicycle & Pedestrian Advisory Commission, Durham Convention Center
Authority, Durham Historic Preservation Commission, Equal Business
Opportunity Program Advisory Committee, Firefighter's Relief Fund Board
of Trustees and Recreation Advisory Commission.

Due to terms expiring, there will be two (2) vacancies on the Durham
Bicycle & Pedestrian Advisory Commission for citizens to represent the
categories of Recreation/Recreation Business and NCCU Liaison with the
terms to expire on August 31, 2016.

 

The primary purpose of the Commission is to provide advice to the City
Council and the Board of County Commissioners on questions relating to
bicycle and pedestrian issues. Six (6) members are appointed by the City
Council representing the following constituencies which have an interest
and expertise in:  Bicycle Commuting, Urban Trails and Greenways,
University Student/University Facilities, Transportation
Planning/Policy, Recreation/Recreation Business and the
Inter-Neighborhood council.

 

The Commission meets at 7:00 p.m. on the 3rd Tuesday of each month in
the Committee Room at City Hall. Members serve without compensation and
must reside within the corporate City limits.

Due to a term expiring, there will be one (1) vacancy on the Durham
Convention Center Authority with the term to expire on July 31, 2016.

 

In making appointments to the Convention Center Authority, priority will
be given to having a balance of people who have at least five years of
business management, legal, accounting or other pertinent experience,
which may include experience with budgets, sales and marketing plans or
business contracts.

 

The Authority employs independent contractors, helps determine rates for
the use of the facility, helps formulate policies and procedures for the
operation and use of the facility, administers, oversees and evaluates
the performance of the Management Company and other contractors under
the Management Agreement or any other contracts pertaining to operation,
management or maintenance of the facility.  It also reviews, evaluates
and makes recommendations to the governing boards regarding the annual
operating budget and related reports, authorizes expenditures of funds
for operations, repairs, insurance and other costs.  

 

The Board meets on the 3rd Tuesday of each month at 8:00 a.m. at the
Durham Marriott at the Civic Center located at 201 Foster Street.
Members serve without compensation.  Applicants must reside within the
corporate City limits.

Due to terms expiring, there will be two (2) vacancies on the Durham
Historic Preservation Commission for a Regular Member representing
Developer/Builder and a At-Large Member representing Historian.  The
terms will expire on September 1, 2016.

The Commission provides a mechanism for coordinated and consistent
planning for the protection of valuable historic resources.  They also
address problems and coordinates limited resources which promotes,
enhances and preserves the character and heritage of the Durham
Community. 

 

The Commission meets on the 1st Tuesday of each month in the Committee
Room located on the 2nd Floor of City Hall.  Members serve without
compensation.  Applicants must reside within the Corporate City Limits.

There are currently four (4) vacancies on the Equal Business Opportunity
Program Advisory Committee to represent the following:  

 

One (1) Non-SDBE Construction Firm Owner (term expires April 1, 2014)

One (1) SDBE Construction Firm Owner (term expires April 1, 2015)

One (1) SDBE Non-Professional Firm Owner (term expire April 1, 2015)

One (1) Non-SDBE Professional Services Firm Owner (term expire April 1,
2015)

 

The SDBE Construction Firm Owner must be certified with the City of
Durham's Equal Business Opportunity Program. For more information,
contact the Equal Opportunity/Equity Assurance Department at 560-4180,
Ext. 17241.

 

Duties of the Committee include:  Reviewing and evaluating the
effectiveness of the EBOP within Durham City government; monitoring and
evaluating the effectiveness of the City's EBOP policies and procedures,
resolutions and ordinances, including their implementation by the
various City departments; studying and evaluating the necessity for
further City regulations and procedures regarding Small Disadvantaged
Business Enterprise (SDBE) participation; receiving and, where
necessary, analyzing, information concerning the presence of
discrimination in the bidding and contracting process and to recommend
to the City Council further steps to alleviate such discrimination;
researching and reviewing other jurisdictions SDBE programs; acting as a
conduit between the City and the community, industry, organizations,
trade associations, chambers of commerce and SDBEs; planning and
participating in education and training for SDBEs and researching and
recommending to the City Council race and gender neutral alternatives
which will assist SDBEs.

 

The Board meets on the 2nd Wednesday of each month at 12:00 noon in the
Equal Opportunity/Equity Assurance Department located at 211 Rigsbee
Avenue.  Members serve two-year terms without compensation and must
reside within the corporate city limits.

Due to an expired term, there is currently one (1) vacancy on the
Firefighter's Relief Fund Board of Trustees with the term to expire on
January 1, 2015.

 

The responsibilities of this committee are to govern the disbursement of
operating funds which are acquired through taxes paid by insurance
companies. The by-laws of this committee are governed by N.C. State
General Statutes and meetings are held as needed.  Members serve without
compensation.  Applicants must reside within the corporate City Limits.

Due to terms expiring, there will be three (3) vacancies on the
Recreation Advisory Commission for two (2) members with terms expiring
on August 8, 2016 and one (1) member to represent a person with a
disability (term expires on August 8, 2016).

 

This Commission works with the Director of Recreation and makes
recommendations regarding recreation programs, facilities, resources and
needs of the city. 

 

The Committee meets on the 2nd Wednesday of each month at 7:30 a.m. at
the Parks & Recreation Department at 400 Cleveland Street.  Members
serve without compensation.  

Applicants must reside within the Corporate City limits.

Members of a board, committee or commission shall attend at least fifty
percent (50%) of the meetings in a given 12-month period.  It shall be
the policy of the City Council to remove that appointee in the absence
of his/her showing good cause and to make another appointment.  This
paragraph shall not apply to members of the Human Relations Commission,
who are subject to the attendance requirements of Section 34-108(e) of
the City Code or boards, committees and commissions that have their
attendance requirements addressed through by-laws or an interlocal
agreement. 

 

 

City and County Taxes must not reflect any delinquency at the time of
submission of the application.
