[Durham INC] The land vultures want to see protest petitions go away

Under current NC law, no one has any *right* to a rezoning.  There is therefore no such thing as a "routine zoning." 

The column appears in the Greensboro News-Record. One background fact is that the Greensboro zoning jurisdiction gained (or regained) the right to file protest petitions as recently as 2009. This surely accounts for the most pointed opposition to this provision coming from a Greensboro House member, Rep. Pricey Harrison, who was responding to a wide range of constituents.
