Durham CoC Wins New HUD Grant for Homeless Management System


DURHAM, N.C. - Thanks to a new grant through the 2012 Continuum of Care Competition, the Durham Continuum of Care (CoC) has just been awarded funds to coordinate confidential client data amongst Durham's many homeless housing providers.

This $55,752 grant from the U.S. Department of Housing and Urban Development will fund operations of the Carolina Homeless Information Network (CHIN), which is a common database containing the confidential records of a community's homeless people. The N.C. Housing Coalition operates CHIN on behalf of the Durham CoC as Durham's homeless management information system.

According to Reginald J. Johnson, director of the City's Community Development Department that also serves as the Durham CoC's lead agency, all 12 Continua of Care across North Carolina use the network as their information system. "The Durham CoC has been participating in CHIN since 2008, but with CHIN's implementation of a new funding structure this year, the Durham CoC has been required to substantially increase our financial investment in CHIN," Johnson said. "This federal grant allows Durham's homeless housing providers to continue to use CHIN with a minimal financial investment. Together we all will be able to take advantage of CHIN's reporting and data analysis capabilities to better understand the demographics of Durham's homeless people and their complex needs. Ultimately, with this important information, we can more effectively get people housed."

The Durham CoC is a group of representatives of nonprofit homeless housing providers, victim service providers, faith-based organizations, governments, businesses, advocates, universities, affordable housing developers, law enforcement, organizations serving homeless and formerly homeless veterans, Durham Housing Authority, Durham Public Schools, Durham County Department of Social Services, Alliance Behavioral Health Care, Duke University Health Systems, and homeless and formerly homeless people who are working to collaboratively address the housing and service needs of Durham's homeless people.

HUD previously announced that 11 existing permanent housing and transitional housing projects in Durham received renewal grants totaling $778,224. With yesterday's grant, HUD has awarded the Durham CoC a total $833,976 to support the community's efforts to house homeless people in the 2012 Continuum of Care grants competition.
