This sounds fishy to me. See below. Does anybody have any more info on the motivation behind this 'privately-initiated text amendment'?

Text Amendment TC1300012is a privately-initiated text amendment to paragraph 8.3.1C, Tree Coverage, of the Unified Development Ordinance, to allow the area for certain large, existing utility easements to be exempt from tree coverage calculations.
 
The text of the proposed amendment may be viewed at http://durhamnc.gov/ich/cb/ccpd/Pages/Text%20Amendments/Pending-Text-Amendments.aspx, and will be reviewed by the Joint City-County Planning Committee (JCCPC) on October 2nd to provide comments and additional policy direction. The JCCPC does not hold public hearings, although its meetings are open to the public. No public hearings have been scheduled at this time.
