[Durham INC] INC Resolution in Support of Traffic Enforcement on City Streets

Attached please find (subject to usual battles with the inter webs, human error and PC/Mac/Word/Apache/OpenOffice compatibly), three versions of the same document (Word, electronically created PDF and PDF from a hard copy).  Please read and give comments using whatever version works best with your computer and personal preferences.  (It is hoped that the PDF hard copy, while the least easy to work with is the most reliable and accessible version.)

Some background information:

1.  Approximately a year ago, the InterNeighborhood Council of Durham (INC) identified traffic enforcement, especially enforcement of speeding and failure to yield to pedestrians laws as relatively low hanging fruit to improve safety on neighborhood streets and formed a committee to address that issue.

2.  Volunteers for the committee were sought though various means, including emails to both of the above listservs.

3.  Many meetings were held, including some with Durham Police Department representatives, and more with the Sheriff's Department and the Durham Transportation Department.  Along the way, reports were made to the the Durham Bicycle and Pedestrian Advisory Commission and the regular INC meetings (generally, first Tuesday of the Month, 7:000, Golden Belt, 3rd Floor of Bldg. 2).

4.  Tuesday night, the 10th, an anticipated near final draft of the resolution (hard to tell with these things) was made to INC with an eye toward circulating to the INC and bike and pedestrian listservs for comments and initiating listserv participants to attend what may be the last drafting oriented meeting of the committee (Wednesday December 18th, 6:30 in City Council Rm. 1-A). 

5.  Changes (other than formatting, insertion of some hyperlinks and other minor matters) since Tuesday night's are marked in the attached document.  (Hopefully, all versions.  Highlighted changes are essentially limited to one paragraph on the first page.)

6.  Typos and other drafting and IT errors are my own, but tremendous credit goes to committee members, fellow travelers and others listed in the INC report that follows for their cooperation, ideas, hard work and good cheer along the way.

7.  Subject to comments received through email and at the next Wednesday meeting, it is anticipated that the resolution will be submitted to INC delegates at the next meeting with the goal of a vote on it at the subsequent meeting.  Please note:  This document has been under creation/review for a while.  To the extent possible and without in any way trying to stifle listserv discussion, comments received through INC neighborhood representatives, BPAC, other organized groups, and people attending the meeting on the Traffic Safety Committee meeting on 18th, which will again be open to the public, can be expected to be given greater weight.  There are, however, committee members who are on either or both of the relevant listservs.  INC has member neighborhoods, and is seeking additional member neighborhoods.
