[Durham INC] neighborhood definition for INC

I thought that as long as your neighborhood forms an elected board that makes decisions on behalf of the neighborhood (meaning all homeowners within the designated area are informed and welcome to participate), you can form an NA and represent that NA at the INC.

I’ve also found that independent Durham citizens (like me) can attend INC meetings and voice their concerns at any time.

Mike Shifflett is a good advisor in this regard.
