Durham Receives Distinguished Budget Presentation Award

DURHAM, N.C. - The City of Durham has been recognized for the 27th consecutive year for its budget reporting by the Government Finance Officers Association (GFOA)<http://www.gfoa.org/>, a professional association of more than 18,000 members throughout North America that has served the public finance profession since 1906.

GFOA presented the Distinguished Budget Presentation Award to the City's Budget and Management Services Department<http://durhamnc.gov/199/Budget-Management-Services> for its 2015-2016 fiscal year annual budget<http://durhamnc.gov/209/City-Budgets>. The GFOA's Distinguished Budget Presentation Awards Program<http://www.gfoa.org/budgetaward> is the only national awards program and the highest form of recognition in governmental budgeting.

"The City has received this award for 27 consecutive years which speaks to the City's long-time professional management as well as commitment to transparency and accountability," said Budget and Management Services Director Bertha Johnson. "This award recognizes the excellent work of City staff to communicate to our residents the Strategic Plan priorities and how their tax dollars are spent."

To receive the Distinguished Budget Presentation Award, the City had to publish a budget document that met GFOA's program categories as a policy document, operations guide, financial plan, and communication device. The City also had to meet 14 mandatory criteria within the four program categories. According to the GFOA, the City also had to satisfy nationally recognized guidelines for effective budget presentation that reflects the commitment of the organization to meeting the highest principles of governmental budgeting.

The Budget and Management Services Department<http://durhamnc.gov/199/Budget-Management-Services> is responsible for the development and oversight of the City's annual budget and Capital Improvement Program (CIP). The department is also responsible for performance management, continuous improvement, and strategic planning. Guided by the City's Strategic Plan<http://durhamnc.gov/183/Strategic-Plan>, which the department established and maintains, the department helps to ensure that the City of Durham is an innovative and high-performing organization by working with City departments to build and implement performance measurement monitoring and evaluation.
