President DeDreana Freeman opened the meeting. Members introduced themselves. The meeting observed a moment of silence in memory of Bill Anderson, and DeDreana announced that the memorial service for Bill would be at 5PM, April 1st, at Duke Park.
Shelly Green passed out a calendar for festivals and events in Durham; just about every weekend in April and May has something fun going on. Two major events are:
* ACC Baseball Championship – This is the second of four years it will be here. There are 10 teams playing from Wednesday May 24th to Sunday May 29th. We hope to keep it indefinitely by making it fun to be here so please come to the games (especially the less well-attended 11:00 ones) and help create a great Durham experience for players and visiting fans.
* Moogfest – This is the first year for Moogfest in Durham; they are moving from Asheville since they think Durham is a better match for a “synthesis of music, art and technology,” held in a “unique festival format” that creates communication between engineers and artists. The festival is held May 19th to May 22nd. There are tons of free events, but you can also get a single ticket that gets you into everything. For more information, see http://www.moogfest.com.
Kimberly Simpson, the Durham County Tax Administrator, talked about the recent reappraisal. The deadline for appeals is May 2nd; since folks who set the valuations can’t look inside a house and therefore miss stuff, homeowners have the right to appeal and call attention to details that were overlooked. Tom Miller moved to approve the February minutes, John Martin seconded, and the minutes were approved.

In light of Bill Anderson's long service to INC, his many efforts to improve Durham and his creative innovations to the benefit of our neighborhoods, INC expresses its sympathy to Bill's family at his passing, its appreciation for his life, and a resolution to continue is efforts.
Neighborhood Announcements and other remarks
* The new Durham Roots Farmers Market at Northgate Mall starts April 16th. Only farmers / producers from Durham County may sell there. More details: http://www.northgatemall.com/durham-roots-farmers-market/. You can become a community member or volunteer.
* John Schelp’s West Durham neighborhood hike will be April 17th at 1PM.
* Durham Earth Day celebration (and recycling drive) will be April 23rd.
* We will have a presentation on Bike Boulevard at the April meeting.
* The meeting on the Cleveland-Holloway Local Historic District was disappointing since, after 6 years of watching slow-walking from planners and being asked to wait, the neighborhood is back to Square 2. One issue is that staff can’t advocate anything so it is left to the volunteers to articulate why historic status is good for the neighborhood. For example, even if historic status may discourage or help gentrification, there is a sense in Durham that our neighborhood are currently in a state in which historic status will preserve affordability. (Note that affordability and gentrification are separate issues since, for example, if you add lower-priced apartments downtown, you get affordability but don’t affect gentrification since there’s no population of displace).
* Old North Durham is continuing to see a tear-down issue with $20K houses being torn down to build big new houses.
* April 4th is when City Council makes a decision on the proposed development next to Colony Park. Please help the neighborhood any way you can.
* Northgate Park kicks off its food truck rodeo season this Thursday. Check out the FaceBook site for details.
