There is apparently a big back-log on getting out the absentee ballots requested by mail.  You can ask for one up to next Tuesday, but the process was obviously built for a couple hundred voters and it would be better to get your application in earlier than later.

Board of Elections Provides Absentee Ballot Update

Durham, NC - October 26, 2016-  Voters that prefer to cast their ballot by mail or are unable to make it to a voting location this year can request a ballot to be mailed to their location. These ballots, often requested by military and United States citizens overseas, are available for voters to request by Tuesday, November 1, 2016. Ballots must be returned to the Board of Elections by mail or delivered in person by 5 p.m. on Monday, November 7th. If the ballots are mailed, they must be postmarked by Tuesday, November 8th and received no later than Monday, November 14th.

Of the 6,284 absentee by mail requests made to date, Durham County Board of Elections has approved 1,662. According to Interim Board of Elections Director Kate Cosner, special statutory meetings are scheduled to complete the approval process of requests made. When asked how many of the approved ballots have been counted, she said "at last night's meeting alone, 762 ballots have been fed into the tabulator to be counted on Election Day."
