DeDreana Freeman opened the meeting; those present introduced themselves.  Tom Miller moved and John Martin seconded approval of the August minutes; this passed.  Susan Sewell, the treasurer, reported that 15 neighborhoods had paid dues as of Monday (see appendix for the list).

Old Business
We will continue to table the Beltline Resolution.  However, there is still no transparency (on this and other issues) and we as a community need to find better ways for the community to really affect issues like this.

Committees
Thanks were made to the INC Candidate Forum Committee.  It went really well, and is on YouTube.  Please send in questions for the October 12th City Council candidate forum (there will not be food, childcare or translators at it since the grant was only for the September forum).   We will pay $300 for closed captioning on the mayoral forum.

The Neighborhood Hero Committee will be working on setting a date and venue for an event in 2018.  If you have old e-mails or other information on the timing of events (deadline for nominations on so on), please let the committee know.

As part of Communications / Web, Tom Buhrman has a new draft website to make things easier to manage.

The Nominations Committee submitted the following names for 2017-18 officers:

DeDreana Freeman will serve as Immediate Past President.  Under the by-laws, the position is not elected.  There were no further nominations and these officers were elected by acclamation.

Tom Miller reported for Planning and Zoning that we need to be working on ways for the community to be effective in shaping the upcoming review of the Comprehensive Plan to make sure that how “effect on neighborhood quality” of re-zoning requests is measured is clearer and firmer.  John Killeen then talked about what Old West Durham’s work on a Neighborhood Protection Overlay, which if successful would be a model for other neighborhoods, especially those near transit design districts, to work from.  There will be a public meeting in November before they start going through the formal steps to get the overlay adopted as part of the zoning code.  By state law, zoning rules can’t include design stuff so they have been working on parameters such as massing, yards, re-planting and parking.  They want to encourage accessory dwelling units as affordable housing, but not units bigger than the original house.  They don’t want to limit a homeowner’s flexibility too much, but do want to protect the homeowner’s neighbors.  They hope that these regulations will also help at keeping prices in the neighborhood “reasonable” – not having duplexes that rent for $500/month replaced by ones costing 4 times as much.

  *   Monarch Festival at Sandy Creek Park on October 14th.
  *   UNC Professor’s Questionnaire on Durham Voting – Pat will forward the request with language to make it clear INC is not endorsing the survey, and folks need to make up their own minds about privacy and security.
  *   Food Truck Rodeo at Northgate Park this Thursday from 5-8:30, with chalk art.
  *   Durham Zombie Lurch on October 28th.
  *   Yappy Hour on October 5th.
