Peter Katz opened the meeting; those present introduced themselves.  January minutes were approved.  Susan Sewell, the treasurer, reported that dues are coming in (they are due); that we had expenses for the mailbox, listserve and website; and that the current balance is $4,417.95.   We could save the website cost by moving to a different platform.



Mark Schultz reported on the Durham Herald Sun’s project on gentrification.  Journalism and the newsroom have changed; currently the Herald Sun’s newsroom has 12 people so they are trying to concentrate on stories that really matter.  One of the biggest stories right now is gentrification.  Currently they are holding conversations between community members and the whole newsroom; they are planning on at least 20 stories on neighborhoods that have changed, those that are changing and ones that might change next. The Herald-Sun is launching a year-long project on gentrification in Durham, with side trips to Chapel Hill and Orange County. Here’s how you can help get us started.





Constance Stancil and Lynwood Best gave an update on what Neighborhood Improvement Services (NIS) is doing.   NIS was created in 2006 and initially charged with getting rid of boarded up buildings; we are now down to 24 such structures.  They are now emphasizing community-building through code enforcement, the impact team (addressing graffiti, illegal dumps, misplaced shopping carts, and uncut grass), neighborhood clean-ups and other community projects, basic energy education, rental inspection, landlord and tenant education, fair housing, and data collection (Neighborhood Compass).  They are especially enthusiastic about Community Building through Neighborhood Stabilization / Preservation which would use community resources to improve both owner-occupied and rental housing – but this effort needs more money in the budget for materials.



Neighborhood Reports and Announcements

  *   The school on Orange Factory Road is back before the Board of Adjustment on March 27th.  It would have a 3000-gallon, community-scale septic system very close to the reservoir.  More information at http://durhamnc.gov/AgendaCenter/ViewFile/Item/2214?fileID=7798
  *   Scott Barish gave a brief update on Participatory Budgeting, which would allow residents of the city (as young as 13, and not limited to citizens) to develop proposals for spending (for the city as a whole or in 8 districts) and then vote on them.  This year we would have $2.5M to work with.  Greensboro, as well as many cities outside the state, have done this.  INC could officially endorse the effort and individuals can sign a petition and come to Council budget hearings.
  *   Summer camp registration begins March 12.  Fees are on a sliding scale.
  *   The grand opening of the Ellerbe Creek Trail II will be March 22, 5:30-7:30.
  *   Northgate Park has the first food truck rodeo of the season on March 22.
  *   The Sierra Club will be putting on a forum on GenX-type chemicals in drinking water supplies on March 22.



Old Business



  *   The Old West Durham board approved the draft Neighborhood Protection Overlay but it went through another brief loop of tweeking.  It goes to the Planning Commission on March 13. We passed the following resolution: “The InterNeighborhood Council of Durham acknowledges and supports the effort, process and general substance, including the idea of Floor Area Ratio, of the OWD NPO”  with 3 neighborhood abstaining.
