BOCC Regular Session Highlights from January 28



Durham, N.C. - The Durham Board of County Commissioners (BOCC) met on Monday, January 28, 2019, in Regular Session. Highlights of the meeting include:



  *   Board Chair Wendy Jacobs called the regular meeting to order at 7 p.m.
  *   County Commissioners recognized the Durham County Library and staff for two recent awards: The Public Relations Promotional Project Award and the Library Programming Award for Children from the North Carolina Public Library Directors Association. The Public Relations Award was presented to Library Graphic Artist Hitoko Ueyama-Burke for Photography of Transformation Main which is chronicling the major renovation of the Main Library. The Library Programming Award was presented to Adult Services Librarian Mark Donelly for the Bike Month: Free Helmets for Children Project.
  *   The Board of County Commissioners also recognized a project involving local teens' experiment launching into space as part of Go For Launch! Durham, a Partnership Between Higher Orbits, Durham County Library and the Durham Library Foundation. Library Technology Administrator Matthew Clobridge and Higher Orbits Founder Michelle Lucas teamed up to provide this opportunity to students at no cost. Teen members of the club spoke about this great opportunity to create a project that won in competition and was launched to the International Space Station on December 5, 2018. The project called, "Radiotrophic Fungi:  Possible Radiation Barrier" will be executed inside the International Space Station.
  *   Students from R. N. Harris Elementary School were recognized for reading "My County Works: A County Government Activity Book" created by NACo, the National Association of Counties.  Three thousand of the books were provided to Durham Public Schools by Commissioner Brenda Howerton and students at R. N. Harris were honored for sending very creative "thank you" cards for the opportunity. Several of the students in attendance read their notes aloud to the delight of the Commissioners, parents and attendees.
  *   County Commissioners proclaimed February as "Together for Resilient Youth Month" in Durham County. The purpose of the proclamation is to promote resilience and to help young people avoid risky behaviors.
  *   The BOCC accepted the property tax release and refund report for December 2018 as presented and authorized by the Tax Assessor to adjust the tax records as outlined by the report. Releases and refunds result from property valuation adjustments for over assessments, duplicate listings, and listing discrepancies as examples.
  *   The Board held a public hearing to receive comments and approved the 2017 Evaluation and Assessment Report of the Durham Comprehensive Plan.
  *   County Commissioners held a public hearing on general obligation refunding of bonds and adopted a resolution which authorizes the issuance of $50M of General Obligation Refunding Bonds. These Bonds will refund the County's General Obligation Refunding Public Improvement Bond Anticipation Note, Series 2017, which was authorized pursuant to bond orders approved in the 2016 referendum for community college, library, museum and school purposes.
  *   The Board of Commissioners made the following appointments to Boards and Commissions:
     *   Durham County Hospital Corporation Board of Trustees - Katherine Thomas
     *   Open Space and Trails Commission - William Akin and Ladawnna Summers
     *   Public Health Board - Almond Spencer Curtis, Rosemary Jackson and Victoria Revelle
     *   Transportation Advisory Board - Beverly Thorpe
