BOCC Regular Session Highlights from March 11th



Durham, N.C. - The Durham Board of County Commissioners (BOCC) met on Monday, March 11, 2019, in Regular Session. Highlights of the meeting include:



  *   Board Chair Wendy Jacobs called the meeting to order at 7 p.m.
  *   The Board of Commissioners proclaimed March 1-31, 2019, as "Colorectal Cancer Awareness Month" in Durham County. The proclamation<https://www.dconc.gov/Home/ShowDocument?id=27625> seeks to bring awareness to this form of cancer which is increasing for people younger than 50 years of age.
  *   Commissioners approved a resolution<https://www.dconc.gov/Home/ShowDocument?id=27627> supporting the Juvenile Crime Prevention Council Allocation Expansion. This will help the Juvenile Crime Prevention Council prepare for the increase in the age of juvenile jurisdiction established by the Juvenile Justice Reinvestment Act which raises the juvenile age to 18 (also known as Raise the Age Legislation).
  *   The Board approved a request from the Durham County Board of Elections to replace all optical scanners, central tabulator and related software at a cost of $595,775. The inventory currently being utilized by the Board of Elections was purchased in 2006, primarily with Help America Vote Act or HAVA funds. These funds are not currently available to assist counties with equipment replacement costs.
  *   Commissioners approved a budget ordinance amendment to recognize $1,000 from the N.C. Department of Health and Human Services Division of Public Health. This provides funding to local health departments for reviewing community health assessments in N.C. counties.
  *   Durham County Commissioners approved an interlocal agreement between Durham County and the City of Durham for conveyance of county surplus property for affordable housing.
  *   The Board authorized the County Manager to enter into contracts with several furniture suppliers for the seventh floor upfit of the Durham County Administrative Building II which opened last fall. The agreements and related contingency shall not exceed the budget of $501,953.09.
  *   County Commissioners made appointments to the 2019 Board of Equalization and Review and designated a Chairperson and Vice Chairperson. The Board also set the compensation rates at $125 for the Chairperson, $100 per member for a 3-hour session and $35 per hour for any hour over the 3-hour session. Board members are: Chairperson David Smith, Vice Chairperson Stephanie Gaither-Harris, members David Williams, John W. Perry and Tonya Kemble
  *   The Board approved a Budget Ordinance amendment accepting $50,000 in Homeland Security Grant Program funds to the Durham County Sheriff's Office. Funds will be used to purchase personal protective equipment for the Sheriff's Emergency Response Team and the Hazardous Devices Unit.
  *   The Board authorized the County Manager to enter into contact with DeWhit Facility Services in the amount of $43,000 for regular janitorial services at the Administration II Building.
  *   The Board approved a Budget Ordinance amendment accepting a $50,000 donation from Aetna for Durham's My Brother's Keeper program. The funds are intended to enhance the network of services for young men of color in Durham.
  *   County Manager Wendell Davis presented the Quarterly Management Report for the 2nd Quarter. The publication of the QMR began four years ago to give the County Commissioners systematic updates on key activities, project and issues facing county government through the fiscal year. Since its inception, continuous improvements have been made including the use of dashboards and other tools to inform internal and external users.
