BOCC Regular Session Highlights from July 8th

Durham, N.C. - The Durham Board of County Commissioners (BOCC) met on Monday, July 8, 2019, in Regular Session. Highlights of the meeting include:

  *   The Board held a Closed Session at 5 p.m.
  *   BOCC Chair Wendy Jacobs called the Regular Session to order at 7 p.m.
  *   Durham County Commissioners approved a contract between the Register of Deeds and Courthouse Computer System to create an electronic real estate index for years of 1975 and 1976.
  *   The Board authorized the County Manager to execute a service contract with EMS/MC for the EMS billing and collection services for the County from July 1, 2019 through June 30, 2020.
  *   County Commissioners approved a service contract with the Animal Protection Society of Durham, Inc., for the operation of the Durham County Animal Shelter. This includes caring for animals housed at the shelter, providing necessary veterinary care, and maintaining accurate records related to all animals and funds collected for the boarding, redemption fees and penalties.
  *   The Board approved a service contract with the Durham Literacy Center to provide literacy services for individuals housed inside the Durham County Detention Facility. Services provided include instruction of High School Equivalency Classes and Job/Life skills classes.
  *   County Commissioners approved a service contract with Velasquez Digital Media Communications, LLC to videotape Durham County Commissioners monthly meetings and to film and edit Durham County's monthly television show "In Touch with Durham County."
  *   The Board approved a delivery services contract amendment for the Board of Elections that will include pickup and delivery of voting equipment and supplies to and from polling places and the Board of Elections' warehouse this fall. The contract is with Kline LLC dba Marrins' Mooving.
  *   The Board received an update from the University of North Carolina School of Government's Development Finance Initiative on the 300 and 500 Block of East Main Street Redevelopment. Following the presentation, the Board provided direction and input to DFI and County staff and selected the firm Laurel Street Residential Living as the proposed redevelopment partner.
  *   County Commissioners considered a proposed process for the development of a new Durham County Transit Plan. The previous Durham County Transit Plan was dominated by the Durham-Orange Light Rail Project. With the demise of that project, a very important pair of new questions are: "What will go into the new plan?" and "How will we as a community make those decisions?" City, County, GoTriangle, and DCHC-MPO staff have been meeting and discussing these questions for the past several months, and the proposal is the product of that work. Following a robust conversation, the Board agreed to endorse the proposed process to develop a new Durham County Transit Plan.
  *   Commissioners made the following appointments to Board and Commissions:
     *   Board of Adjustment: Teisha Wymore
     *   Convention Center Authority: Richard Ford
     *   Environmental Affairs Board: Rashmi Joglekar
     *   Planning Commission: David Lowe and Scot MacIver
     *   Women's Commission: Aquaris Anderson, Kimberly Cameron, Vivian Slade, Jessica Slice, Elizabeth Morrell, Briana Van Stekelenburg
     *   Criminal Justice Advisory Board: Deborah Williams
     *   Homeless Services Advisory Committee: Ryan Fehrman
     *   Juvenile Crime Prevention Council: Dwain Green, Kevin Mciver, Chenelle McInnis, Leah Selvy
     *   Library Board of Trustees: Sandra Chambers, Willis Whichard
     *   Workforce Development Board: Nataliya Rice

Announcements

  *   Free meals for children from DPS and City of Durham - Durham Public Schools and the City of Durham invite ALL children ages 1-18 to FREE meals daily (Monday-Friday) during summer vacation (ending August 9th).   *   Convenience Sites Closed on July 11th - All four of the Durham County Convenience Sites (Rougemont, Bahama, Redwood and Parkwood) will be closed on Thursday, July 11th for staff professional development training. They will all reopen with normal business hours on Friday, July 12th.

  *   Innovate Durham turning local government into a laboratory for startups and entrepreneurs - Innovate Durham participants will work with Durham City and County departments to test, scale and innovate new ideas and technology. The 12-week partnership program turns the City of Durham and Durham County into a lab to test your ideas, product or services. The application process for the 2019 Cohort closes on July 22, 2019.   *   Neighborhood College accepting applications until July 26th - Residents looking to play a more active role in their neighborhoods and the Durham community should apply now for the 2019 Durham Neighborhood College. Applications are being accepted through Friday, July 26 and space is limited to 30 participants. Area high school students ages 15 and up as well as Latino residents are encouraged to apply.   *   The City and County Launch EngageDurham - EngageDurham ensures that all Durham voices are heard as the future of Durham is shaped through projects like the Comprehensive Plan, public transit, and trail projects.
