BOCC Regular Session Highlights from September 9th

Durham, N.C. - The Durham Board of County Commissioners (BOCC) met on Monday, September 9, 2019, in Regular Session. Highlights of the meeting include:

  *   Vice Chair James Hill called the Regular Session to order at 7 p.m. Chair Wendy Jacobs and Commissioner Ellen Reckhow were excused from the meeting.

  *   County Commissioners proclaimed September as "National Preparedness Month." The goal of the proclamation is to promote family and community disaster and emergency planning now and throughout the year.  Read the proclamation here<https://www.dconc.gov/Home/ShowDocument?id=28907>.
  *   The Board of Commissioners also proclaimed the week of September 22-28, 2019 as "Durham Senior Hunger Awareness Week." This remembrance is designed to create public awareness of and solutions to senior hunger in Durham. Read the proclamation<https://www.dconc.gov/Home/ShowDocument?id=28911>.
  *   The Board approved a Resolution Establishing a Public Art Program. The Durham County Public Art Program was reviewed by and received the support of the City of Durham Cultural and Public Art Program, the Durham Cultural Arts Board (CAB), the Durham Public Art Committee (PAC), Durham Arts Council, and the North Carolina Arts Council.   *   Commissioners authorized the County Manager to execute a contract with Moseley Architects to provide design services for the New Durham County Youth Home located at 2432 Broad St., in the amount of $1,577,825.
  *   The Board approved a Budget Ordinance Amendment to recognize Home and Community Care Block Grant Funds in the amount of $115,624 for the Department of Social Services which includes the required Durham County DSS Local Match of $74,174. The local match will be funded with a fund balance appropriation.
  *   The Board authorized the County Manager to enter into a contract to increase the existing design consultant contract with Black & Veatch International Company for improvements to the Triangle Wastewater Treatment Plant.
  *   The Board of County Commissioners reviewed and approved a series of letters to President Trump and our Congressional Delegation asking that a proposed policy that would give states and cities the ability to veto the resettlement of refugees in their community be dropped, and that no changes be made to currently policy. This would allow communities to help protect refugees in need as they seek to become hardworking, productive members of the community.
  *   County Commissioners approved a memorial resolution recognizing the extraordinary life and accomplishments of Phil Freelon, an award-winning architect who passed on July 9, 2019. Mr. Freelon designed many of our region's buildings including the Durham County Human Services Building and most notably was lead Architect on the design team for the Smithsonian's National Museum of African American History and Culture in our nation's capital. The resolution<https://www.dconc.gov/Home/ShowDocument?id=28915> will be included during a public remembrance for Mr. Freelon on September 28th.
  *   The Board of County Commissioners held a Public Hearing to Consider Allocating Economic Development Funds to Policygenius, Inc., a fast-growing online insurance platform. The Company will locate a new technical and operations center in Durham County creating at least 377 jobs and will invest nearly $6 million dollars over the next 5 years. Commissioners voted to allocate $188,500 in Economic Development Investment funds.

  *   Celebrating Recovery: September is National Recovery Month - Individuals and agencies work to raise awareness and understanding of mental and substance use disorders and celebrate those that recover. Recovery Community of Durham host Durham Celebrates Recovery on September 14, 2019, from 2-6 p.m. at Durham Central Park located at 501 Foster St. This is a FREE event and the public is invited to enjoy speakers, live music, healthy events and information about provider services.   *   Durham Reads Together: One Month, One Book, One Community - Join the Conversation as Durham Reads Together strives to strengthen the community through a biennial celebration of reading. During the month of September - October, the book selection is The Best of Enemies by Osha Gray Davidson with the first discussion being held on September 17th from 6:30-8:30 p.m. at the Stanford L.   *   Durham County Office of the Sheriff Hosts NC Bike Safe - The Durham County Sheriff's Office has partnered with BikeSafe-NC and invites motorcyclists to participate in Rider Skills Days.   *   Open Enrollment Extended for Medicaid Beneficiaries - The Department of Health and Human Services announced that it will extend open enrollment for Medicaid beneficiaries and move to a statewide transition to managed care on February 1, 2020.   *   Child Support Amnesty - If you have an active order for arrest for child support in Durham County, there is help for you. Meet a representative on September 25, 2019 between 9 a.m. - 4 p.m. at 510 S. Dillard St., (Courtroom 5B) and bring $500 per case. If the bond is lower than $500 bring that amount and your order of arrest will be recalled. For more information, please call (919) 560-8901 ext. 8900 or 8930.

  *   2019 Triangle Kickoff to College & Career Event - In collaboration with Art of Cool Fest 2019, this event is "All Things Education" in NC. Families are invited to attend and take crucial steps in preparing for life after high school. The kickoff includes a College & Scholarship Fair, Career & Military Showcase and Education Resource Expo.
