The November/December meeting will be on December 10th.  Because we have shifted the meeting day, we can only use the room after 7:30.  So the meeting will start at 7:30.

October Delegate Meeting of the InterNeighborhood Council of Durham

President Will Wilson welcomed those present, and folks introduced themselves.



Jose reported that the Candidate Forum went very well.  The candidates were glad to have such good questions. We will probably have a candidate forum for county commission candidates in time for March 3 primary.





On outreach, not all the “local clusters of residents” meet the definition in the bylaws of “neighborhood” so we might want to re-look at the definition of “member.”  There was a discussion of marketing and outreach, and a committee was formed of Philip Azar, Matt McDowell, Ellen Pless, and Jose Sandoval.



Vicky moved to approve the September minutes, Pat seconded, and it passed.



In the mini-retreat of what topics we would like to cover at meetings and otherwise work on, a lot of the mentioned topics are covered in the comprehensive plan, which led to a discussion the process for the new plan, which is pretty much unclear.  But folks are urged to go to the information-gathering meetings. The list of topics and interest level ended up as:

  *   Bus rapid transit (2) + Bus transportation / transit improvement (7)
  *   Park renovations (1)
  *   New Library (0)
  *   Trails update (0))
  *   Farmland / open space (1)
  *   Equitable engagement (4)

  *   History Hub (1)
  *   Stormwater / watershed (2)
  *   Water / sewer infrastructure (4)
  *   Gentrification (1)
  *   Tree canopy (5)

  *   Innovation Durham (3)
  *   CEWD – Bull City Fund (3)



Neighborhoods should discuss these topics to see if there is interest in working on committees around these topics and any topics we have missed.



November / December meeting – The fourth Tuesday in November is two days before Thanksgiving.  We will put the November / December meeting on 10 December.



Expanding Housing Choices – John and Phil are working on “implementation / measures,” are getting a file of housing changes affected by EHC, and are meeting with Preservation Durham.  The overall thrust of the efforts is around making housing people-centric.



Our current committees are EHC, Outreach, Forums, Neighborhood Heroes, and Communications.



Neighborhood reports

  *   TLNA is very focused on 15-501 corridor plan, which has 3 different proposals, with varying proposals for traffic circles, overpasses, cost, etc.   Please check out the various plans at https://reimagining15501.com/library/, discuss them with your friends, and submit comments.
  *   Barktoberfest is Saturday at Durham Central Park – it will be fun.
  *   The Planning Commission meeting considering the proposal to put Forest Hills into suburban tier turned into a really interesting discussion of questions of citizen involvement.  The proposal will go to governing boards next.
  *   Final food Northgate Park food truck rodeo of the season is this week, with Halloween craft activities and Northgate Jams Band.
  *   Undead virus outbreak could occur at Brightleaf this Friday, starting about 5:30.
  *   There will be a panel discussion about Durham’s water at Duke on Wednesday.
