BOCC Regular Session Highlights from July 13th

Durham, N.C. - The Durham Board of County Commissioners (BOCC) met virtually on Monday, July 13, 2020, in Regular Session. The virtual option aligns with social distancing requirements during the coronavirus (COVID-19) pandemic to ensure the safety of citizens who wish to participate as well as Board members and Durham County Government staff. Highlights of the meeting include:


  *   Chair Wendy Jacobs called the Regular Session meeting to order at 7:03 p.m.
  *   The Board of County Commissioners opened a 30-minute comment period designed to allow any citizen of Durham County wishing to speak. Since the meeting is currently virtual, citizens were directed to email their comments which were read into the record by Durham County Clerk to the Board Monica Toomer.

A summary of the Consent Agenda follows:


  *   The Board authorized the County Manager to enter into a contract amendment to increase the Freese and Nichols Project Management Services (FR# 20-398) for the Snow Hill Road Pump Station Project (RFQ 19-040) in the amount of $297,660, bringing the total contract amount from $74,715 to $372,375, and to execute any related contracts, including amendments, not to exceed $405,000.
  *   The Board approved and authorized the County Manager to execute the standard service contract with Quality PrintPro, Inc., in the amount of $74,445.13 for design and printing of annual property tax notices, including but not limited to property tax bills, change of value notices and property tax listing forms
  *   Commissioners approved a Lease Agreement between Durham County and the Durham Crisis Response Center at 101 E. Morgan St., Durham, NC 27701, and to authorize the County Manager to execute the 5-year lease agreement at the lease rate of $1 per year.
  *   The Board approved a revised Interlocal Agreement between Durham County and Alliance Health and authorized the Manager to execute the agreement. Alliance is the Local Management Entity/Managed Care Organization, or LME/MCO, for public behavioral healthcare for the citizens of Durham, Wake, Cumberland and Johnston counties in North Carolina. The agreement is for an amount not to exceed $6,336,751.
  *   The Board approved a Capital Project Amendment officially closing thirty-four capital projects that are completed.  The projects are Durham Public Schools facilities and several Durham County buildings. Funds for these projects were either entirely expended or transferred (through previous Board action) to other projects; all balances are zero dollars.
  *   Commissioners approved moving $1,010,160 of General Fund COVID reserves to support a $540,000 contract with the Carolina Duke Inn for COVID related shelter and $470,160 for associated expenses and authorized the County Manager to execute the contract amendment with the Carolina Duke Inn. This relates to the April action taken by Commissioners to relocate the population of Urban Ministries of Durham to reduce the likelihood of the spread of Coronavirus.
  *   Commissioners authorized the County Manager to execute a contract for broadcasting services with Velasquez Digital Media Communications, LLC, for an amount not to exceed $67,200. This group videotapes and produces Board of County Commissioners meetings and additional county programs.
  *   The Board authorized the County Manager to execute a contract with Downtown Durham Inc., for Identified Downtown Economic Development and Business Support Services in the amount of $160,000 for the Fiscal Year 2020-21.
  *   Commissioners authorized the County Manager to execute a contract with the Greater Durham Chamber of Commerce for services related to industrial recruitment and economic development in the amount of $265,000 for the Fiscal Year 2020-21.

In other business:


  *   The Board of Commissioners conducted a public hearing on the Royals Extension Zoning Map Change and voted to 1) adopt a Consistency Statement as required by NCGS 153A-341; and  2) adopt an ordinance amending the Unified Development Ordinance (UDO) by taking property out of the Industrial Light Commercial Neighborhood, Residential Suburban-20 zoning districts and establishing the same as Industrial Light.
  *   The Board held a public hearing on the Unified Development Ordinance Text Amendment, Neighborhood Protection Overlay Revisions and voted to 1) adopt the appropriate Statemen of Consistency; and 2) approved amendments.
  *   County Commissioners conducted a public hearing on the Unified Development Ordinance Text Amendment, Affordable Housing Dwelling Unit Definition and voted to 1) adopt the appropriate Statement of Consistency and 2) approved the amendment.
  *   Commissioners held a public hearing on the proposed Unified Development Ordinance Text Amendment, Omnibus Changes 14, and voted to 1) adopt the appropriate Statement of Consistency and 2) approved the amendments.
  *   The Board conducted a public hearing on proposed Revised Historic Properties Local Review Criteria and voted to approve the proposed revisions.
  *   County Commissioners received an update on the creation of a County Food Security Coordinator position, whose job it will be to focus on improving food access and supporting sound food policy in Durham County. The position has been created using a currently vacant county position.  The idea for this position was amplified during the current COVID-19 emergency and the goal is to build a resilient food system and increase food access for residents who need food assistance.
  *   The Board heard an update on outreach efforts from staff and its consultant to educate and secure feedback on the County Stormwater Utility Fee adopted in the current budget.  The Board also adopted the Stormwater Utility Ordinance. A website has been created to help provide information to county residents who will be impacted.   *   The Board held a discussion on the bylaws for the Joint Durham Community Safety & Wellness Task Force but took no formal action, agreeing to deliberate again at its next meeting in August.
  *   Public Health Director Rod Jenkins provided a complete and comprehensive update to the Board regarding the current status of the COVID-19 pandemic and its impact.
  *   Appointments were made to the following boards and commissions:
     *   Alcoholic Beverage Control Board - Donald Lebkes
     *   Board of Adjustment - Michael Tarrant
     *   Criminal Justice Advisory Committee - Amelia Davis, Deborah Williams
     *   Department of Social Services Board - Janice Paul
     *   Durham Convention Center Advisory - Alice Sharpe
     *   Durham County Women's Authority - Kirstyn Allen

  *   The Board adjourned the regular meeting and went into closed session to consult with an attorney.

Announcements


  *   Nonprofit Mask Distribution - Durham County Government is asking any interested nonprofit based in and serving the Durham community to complete a short form online to request reusable cloth face masks. Masks are to be used primarily for nonprofit staff and volunteers. Once mask requests are received and reviewed, County staff will contact nonprofit representatives with further instructions on scheduling a pickup appointment. Contactless, drive-through mask distribution events will take place at the Durham Convention Center on select dates through July. Masks will be available while supplies last.   *   The Durham County Board of Elections I Voted Sticker Contest - has 27 finalists and Durham County residents, 18 years and older by Nov. 3, 2020, may vote for their favorite. Round 1 of voting will end on Wednesday, July 15th at 5 p.m. To vote, go to https://bit.ly/dcosticker.
