[Durham INC] Duke COVID hotline is only for for on-campus violations

It’s obviously time to convey this problem to your Mayor&Council and County Commissioners.

As someone who’s watching how UNC-CH performs, I’d thought Duke was a tad better, but not so sure anymore.
A 1300-bed block of dorms owned by “the UNC Foundation” which has ~1000 residents this week, has just been forced to report a COVID outbreak.  It’s at the edge of campus. 

Normally, this wouldn’t be an issue that Duke causes, but the pushing of students into off-campus situations has obviously done it.
