Durham County Names EMS Chief Paramedic
Durham, N.C. - After a national search, the Durham County Office of Emergency Services (OES) announces that Mark Lockhart has been hired as the chief paramedic of its Emergency Medical Services (EMS) Division. In this senior leadership role, Lockhart will be responsible for managing the daily operations of the Durham County EMS System and for the planning, clinical affairs, and professional development requirements of the EMS Division. As a seasoned and dedicated emergency medical services executive, Lockhart brings 25 years of experience and expertise to this critical leadership position.
He will join the OES team on November 30, 2020.
"I'm excited that Mark will be joining the OES family as our chief paramedic," stated Durham County's OES Director Jim Groves. "His vast experience leading EMS systems at the local and state level will be an invaluable asset to Durham as we continue to create a world-class emergency medical services system with our community stakeholders."
In his most recent professional role, Lockhart led the Wisconsin Department of Health Services, Division of Public Health as their EMS section chief. His responsibilities included managing the day-to-day operations of the state EMS office which oversees the education, licensure and certification of more than 18,000 practitioners and 800 emergency medical care services in the State of Wisconsin. Prior to joining the State of Wisconsin, he spent eight years in Stafford County, VA, as their County Fire and EMS chief where he led the administrative, logistics/fleet, EMS and training divisions. Before serving in Stafford County, VA Lockhart rose through the ranks from EMS officer to chief of the Maryland Heights, MO, Fire and EMS District from 1995-2010.
Lockhart has served in leadership positions with the National Association of Emergency Medical Technicians, the International Association of Fire Chief's (IAFC) EMS Section, and the National Association of State EMS Officials. He is the recipient of several state and national awards, most notably as the 2009 recipient of the James O. Page EMS Achievement Award and a 2012 recipient of the Meritorious Service Medal, both from the IAFC. Lockhart also graduated from the University of Virginia Weldon Cooper Center for Public Service Senior Executive Institute (SEI) in 2013.
When commenting recently on his accepted position with Durham County Government, Lockhart shared, "I'm deeply humbled to join the Durham County OES family and to be selected to lead the amazing women and men in the EMS Division. I'm looking forward to working with the entire OES team to build on past successes and continue moving the EMS system forward in our mission to serve."
Lockhart is happily married to his wife Krysten and has three beautiful school aged daughters, McKynlee, Brooklyn and Sadie. The couple also has a son Nick, who lives in St. Louis, MO, where he works for a local school district.
