Good morning,

All of you have reached out to me about the Department of Transportation (DOT) proposed billboard rules that were reviewed by the Rules Review Commission (RRC) today - so here's an update:

There's some good news - the RRC ruled in favor of DOT this time, which is good because the proposed DOT rules preserve local control to a degree acceptable to local governments. The Town of Cary & Town of Wilson's lobbyist did a great job speaking in favor of local control along with the president of the League of Municipalities, Scenic NC, Durham's former city attorney and DOT.

But note that we can next expect the billboard industry to submit 10 letters of objection to force the rule to legislative review, as is allowed by North Carolina's rulemaking laws. So I'll be on the lookout for a DOT rules disapproval bill, along with our allies at Scenic NC and Southern Environmental Law Center. Note that it may be tougher to fight a billboard bill this year since our champion, former Rep. Chuck McGrady, has retired.
