[Durham INC] Update on EHC (incl. small house/small lot) permits & demolitions

Hello,

Sometime back I sent an email with some analysis I did of a dataset I'd
received from the city regarding the use of the EHC amendment in Durham
since it was approved in Oct 2019. That dataset was curated by the city and
even at the time was outdated. After some delay I finally figured out how
to query the data myself, and can therefore provide some updated figures,
along with correlations with demolitions and an interactive map.

   - From Oct 2019 to mid-June, there were 244 permits issued that the city
   marked as being enabled by the EHC amendment. Of these, 150 were for new
   construction (the others were related to additions, alterations, and
   foundation work, for example).
   - Of those 150 new construction permits, 66 were for existing parcels
   and 84 were new parcels (i.e., that had been subdivided from an existing
   parcel). Of the 66 existing parcels, 19 had a demolition permit approved
   sometime since 2018 associated with it; the other 47 did not. In the same
   time period city-wide I found a total of 378 demolition permits (among 333
   unique parcels).

You can see a full interactive map of all EHC new construction permits
here: https://durhamehc.onrender.com. Sites marked with a red marker had a
demolition permit associated with them; sites with a blue marker did
not have any associated demolition permit. Clicking on the marker will pop
up the street address and the "Description" field of the associated new
construction permit.

Let me know if you have any further requests for information; this could be
worth transitioning into a Code for Durham project if there are further use
cases for it.
