President Bonita Green called the meeting to order and welcomed everyone; those present introduced themselves.  There were no adjustments to the agenda.


Anita Scott Neville gave a presentation on the community vision that Hayti Reborn Project has for Fayette Place, which is 19.4 acres at the entrance to the Fayetteville corridor and was recently sold to a developer for $63M.  This area is extremely rich in Durham history -  much of the historic Hayti area was lost to the freeway and other changes.  Hayti Reborn started in 2021 with community meetings, engaging those who had been affected by urban "renewal." They participated in the Durham Housing Authority's discussions about plans for the area, but DHA rejected Hayti Reborn's proposal for how the remaining area that was Hayti should be used.  What DHA is proposing is basically more gentrification and Hayti Reborn will have actions in response to DHA's proposals, for which they would appreciate our support. Tobin Freid shared information about Solarize Durham, which is a clean-energy group-purchasing program for homes and businesses and is part of a broader Solarize the Triangle (https://www.solarcrowdsource.com/campaign/the-triangle/). <https://urldefense.com/v3/__https:/www.solarcrowdsource.com/campaign/the-triangle/).__;!!OToaGQ!sAn4JeTO6xkaiuWJ7R3GbstSHLMcnNhU870eizUZ3cIvXSWfRCFITUqhGIhpHjV4vngIfkAS1H2EZmzMxKLnKw$>  It makes getting solar more affordable and less complicated.  The discounts are now about 25% off and get better as more people sign up.  The campaign ends December 31, but there will likely be another round next summer.  The City and County appropriated money to support solar for low-wealth households.  They are also working with other organizations when retrofits are needed to make the homes ready for solar (more energy efficient, better roof, and so on).  Using solar addresses climate change, reduces and stabilizes utility bills, and increases the value of the home.  The NC Supreme Court says homeowner associations can't block solar, the tax credits have gotten better, and rates / usage keep going up. Business

The meeting minutes went out over the list-serve soon after the last meeting.  Tom Miller moved to approve the minutes and Pakis Bessias seconded.  This passed.


On the bylaws, a simplified resolution was substituted for the previous one, to get the bylaws on the books and not worry about re-certifying existing neighborhoods for now.  Philip Azar has developed a new application form that reflects the new types of member organizations, but this is not what we are voting on it in this resolution.  Mimi Kessler moved to approve the resolution (see Appendix) about the revised bylaws, Tom Miller seconded, and by voice vote the resolution passed unanimously (with one absence).  The committee was thanked.


Neighborhood dues were due in January, so please get those dues in.  Dues received: Birch Ave, Forest Hills, Leesville Road Coalition, Long Meadow, Merrick-Moore, Morehead Hills, Northgate Park, Old Farm, Old North Durham, Old West Durham, Trinity Park, Tuscaloosa-Lakewood, Watts-Hillandale. Thanks for all the dues - please add your neighborhood as soon as you can. $25 dues each January.


Nominating Committee for INC officers for 2023 - Tom moved that we appoint Philip, Bonita, and Steven to a committee to present a slate of 2023 officers next month.  Susan seconded and it passed.


Neighborhood Reports and Announcements

  *   Leesville Road organized a drive for school supplies and delivered several SUVs of supplies.  They are looking at how to support the school bond and how to help people volunteer in the schools.
  *   Northgate Park did Crayons and Calculator Drive (school supply) at National Night Out.  The August Food Truck Rodeo is this week.
  *   Watts Hospital - Hillandale had a Board of Adjustment case today about whether a 9-story hotel is compatible with the small houses near it, but the Board could not muster a quorum.  In the process of developing their case, they discovered the Planning Department has, for 10 years, been letting developers in non-residential districts choose which frontage to which they want the requirements about street yards to apply.
  *   Old Farm had a very successful National Night Out.  They had a parade earlier this summer to celebrate the 104th birthday of a resident.  Also the Kings moved to the neighborhood in 1968 so they have also been recognized.  The new Northern High School campus will be next to Old Farm, and the association is talking to the school board about the current plan to route all the school buses through the neighborhood and generally have a thoroughfare through the neighborhood to the school; the state never funded the Hebron Road Extension, which would have solved the problem. Everyone is working on finding a better plan and they will let us know through the list-serve of any actions to support them.  The neighborhood is also meeting with Durham Parks and Recreation about renewing Old Farm Park.
  *   TLNA, Long Meadow and El Futuro had a successful National Night Out.
  *   Bragtown met with Go Triangle about sidewalks and bus shelters.  A lot of streets in the area are getting repaved.  They met with David Price about more funding for them.
  *   Merrick-Moore had their biggest National Night Out ever with a lot of partner non-profits tabling at the event, give-aways and food trucks.  They have had 3 residents with big-count birthdays.
  *   Post comments on the UDO "simplifications" to make housing "affordable."  We will be sending the letter authorized earlier to the JCCPC.  See
  *   There is a meeting on sidewalks and sidewalk repair coming up - we will send out the announcements as they come in.

Appendix A: A RESOLUTION TO AMEND AND RESTATE THE BYLAWS OF THE INTERNEIGHBORHOOD COUNCIL OF DURHAM



WHEREAS it is needful from time-to time to re-examine and modernize the organizational rules of any group or society; and



WHEREAS in 2022, the interests of residential neighbors in Durham are represented by a variety of organizations and groups; and



WHEREAS the rules and customs of the InterNeighborhood Council of Durham should more fully contemplate the variety of neighborhood groups to permit the InterNeighborhood Council to be more welcoming and inclusive;



THEREFORE BE IT RESOLVED:



1.  That the Amended and Restated Bylaws of the InterNeighborhood Council of Durham attached hereto be adopted effective immediately; and



2.  That such minor conforming changes as may be necessary to make the Articles of Incorporation of the InterNeighborhood Council consistent with the letter and spirit of the restated bylaws shall also be adopted effective immediately; and



3.  The President of the InterNeighborhood Council, be authorized to file such changes; and



4. That Tom Miller be named as the registered agent of the InterNeighborhood Council of Durham.

For Reference: previous resolution about bylaws



Resolved:

1.  That the Amended and Restated Bylaws be passed as presented on March 22, 2022;



2.  That conforming changes be made to the Articles of Association of the InterNeighborhood Council of Durham and that those Amended and Restated Articles be presented to the board for adoption;



3. That Tom Miller be named as the registered agent of the InterNeighborhood Council of Durham as expeditiously are reasonably possible;



4. That in as much as members must reapply for membership to the InterNeighborhood Council of Durham under the revised and restated bylaws, members shall do so within 60 days  of passage and that all neighborhoods participating in the vote on the amended and restated bylaws be eligible to vote on readmission of neighborhoods; and



5.  That the membership fee schedule under the amended and restated bylaws shall remain the same for 2022, that any member who has paid dues in 2022 shall not be required to pay again in 2022, and that any member who has paid dues in 2022 and who does not become a member under the amended and restated bylaws shall be refunded any 2022 dues payment.
