*Measuring Momentum As Progress *
Momentum is evidence of rural progress and success, making it a vital
element of the Local Theory of Change in the Thrive Rural Framework.

Increasing youth and young adult engagement are excellent indicators of
momentum because they increase children’s and young adults’ belief – and
local hope – that they can find a way to stay or move back to the
community. Also important is a community’s sense of pride in itself, or a
willingness among locals to invest in a community, often without
expectation of external support or reward.

One guiding principle highlighted in Measure Up: Call to Action
<https://aspencsg.us7.list-manage.com/track/click?u=b551d018f08dff51178c763b7&id=e546ea65b0&e=fe142dac21>
is to *identify, value, and measure signals of local momentum as progress
toward rural prosperity*.

When communities set and act on their own priorities, momentum builds and
leans forward. An example of an organization working to build momentum
within a community can be seen in the recent work of Trust for Public Land
(TPL). TPL is a national advocate for public spaces of all kinds. TPL
partnered with community members to redevelop a small park in South
Wenatchee, Washington, a small town in the heart of the largest
tree-fruit-growing region in the US.

With a second grant from TPL, local leaders in the neighborhood formed
their own organization, Parque Padrinos, to continue enacting small
incremental change. Parque Padrinos members contributed to the community in
various ways and led a vaccine equity initiative during the early days of
the pandemic. Over time, they accumulated trust, credibility, capacity, and
the power to make a greater impact.

*National Hispanic Heritage Month*

Happy National Hispanic Heritage Month! As you may be aware, the 2020
Census showed that Hispanics represent the largest share

of the rural minority population. Demographic growth in many rural places
is due to welcoming new Hispanic residents, including immigrants.

conservative Iowa community are starting a new initiative to recruit

Shrinking rural communities may need new residents to help fill job
vacancies, but creating a welcoming community must be done intentionally
and inclusively – not just for Hispanic residents but all current and
