Improving Transit to Transform and Reconnect Neighborhoods
*Lynda Tran, Director of Public Engagement and Senior Advisor to Secretary
Buttigieg, shared the U.S. Department of Transportation’s priorities with
Purpose Built Network Members.*
When most people think of what it takes to revitalize a community, housing
easily comes to mind. However, taking a big-picture look, transit and how
people move safely in, out, and about their neighborhood is equally as
important.
Black and Brown communities are still dealing with the ramifications of
racist policies and practices as well as interstate highway development in
the 1950s that sliced through their neighborhoods. From poor road and
sidewalk maintenance to air and sound pollution, these conditions
negatively impact the health, wellness and overall quality of life of
residents.
To take a closer look at these issues, Purpose Built Communities recently
hosted a virtual briefing with Network Members and Lynda Tran, Director of
Public Engagement and Senior Advisor to Secretary Buttigieg at the U.S.
Department of Transportation. During the session, Tran highlighted programs
enacted in the Bipartisan Infrastructure Law, including Reconnecting
Communities and the annual Areas of Persistent Poverty program. She also
shared about key priorities. While the department continues to remain
focused on core responsibilities such as safety, it’s also taking a look at
climate resilience, equity and overall innovation – issues that align well
with Purpose Built Communities’ work.
Three Network Members – Connect Community, Woodlawn United and Blueprint 15
– highlighted the harms to their neighborhoods from past policy decisions
and shared innovative ways their communities are collaborating to address
these injustices.

shared how the railways running through neighborhoods affects residents’
daily life and access to public transportation. *Caught between train
routes, sometimes residents find themselves “literally blocked in” and
unable to leave or enter their own neighborhood.* In partnership with the
City of Birmingham, District 4 & 5 City Councilors, Norfolk Southern,
Housing Authority of the Birmingham District, and Jefferson County Transit
Authority, they’ve developed a Railroad Crossing Elimination initiative
that includes a “quiet zone” and underpass, and are pursuing DOT funds to
further reconnect isolated residents to the larger neighborhood.
Georgia Power Foundation Awards $3 Million Grant to Purpose Built
Communities
The Georgia Power Foundation recently awarded Purpose Built Communities a
$3 million grant to address education inequity and enhance early childhood
care and education for Georgia families.
As part of the three-year pilot program and in collaboration with The Low
Income Investment Fund (LIIF), the program will provide strategic support,
analysis, training, and funding, for some of Georgia’s Purpose Built
Communities Network Members. Once the pilot is complete, the hope is to
replicate the work in other Purpose Built sites.
NEW BOARD MEMBER Purpose Built Welcomes New Board Member: Doug Jutte, MD,
MPH
Douglas Jutte, MD, MPH is Executive Director of the Build Healthy Places
Network. Prior to founding the Network, Dr. Jutte worked as a pediatrician
for nearly 20 years in low-income community clinics and as a neonatal
hospitalist and was a professor in the UC Berkeley School of Public Health
for 15 years. Dr. Jutte sits on the Board of Trustees for Mercy Housing, a
national non-profit affordable housing developer, and is a member of the
health advisory committee for Enterprise Community Partners, one of the
country’s largest community development financial institutions (CDFIs).
He is also a member of CommonSpirit Health’s Community Economic Initiatives
committee and Trinity Health’s Socially Responsible Investment Advisory
Group. He has been a leader in the Federal Reserve Bank and
Robert Wood Johnson Foundation’s Healthy Communities Initiative, which has
convened over 40 cross-sector gatherings throughout the country since 2010.
Purpose Built is proud to have had a long association with Doug and Build
Healthy Places Network and looks forward to the contributions he will
continue to make in his new role as Purpose Built Board Member.

The Department of Housing and Urban Development recently announced Choice
Neighborhoods Implementation Grants and allocated $50M to the holistic
revitalization of the Southside Terrace – Indian Hill neighborhood

The Choice Neighborhoods program leverages significant public and private
dollars to support locally driven strategies that address struggling
neighborhoods with distressed public or HUD-assisted housing through a
comprehensive approach to neighborhood transformation. Local leaders,
residents, and stakeholders come together to create and implement a plan
that revitalizes distressed HUD housing and addresses the challenges in the
surrounding neighborhood.

The Soul(s) of the Neighborhood by artist and photographer, Alfield Reeves,
is a community photo documentation project that honors and uplifts
neighbors who have been vital in shaping communities in the past and for
future generations to come. Each neighbor is individually important, a
contributor to the soul of the neighborhood, and continues to inspire

REACH Riverside, Wilmington, DE
