[Durham INC] With the speed of City Council approvals on new developement, there is a real possibility of this in Durham

My experience when I lived in MA was that the developers had to provide a bond that was only released when the improvements were made.

Also Isn’t Durham divided into three zones for the use of improvement $$? The money from a property has to be used in the related zone, but not necessarily in the particular property. 

The City could use the money in a zone needing more improvements than the property which provided the $$. This could be an equity issue??
