With this maintenance work scheduled to begin across the city this spring and conclude in the fall, the City of Durham Public Works Department wants residents and business owners to know what to expect in their neighborhoods.

All are invited to learn about the City’s 2023 Pavement Program at a public meeting on Tuesday, March 7 at 7 p.m. in Council Chambers at City Hall, 101 City Hall Plaza. In-person participants will be encouraged to ask questions after Public Works staff members present a project summary. Attendees will learn about how, when, and why specific city streets receive different asphalt treatments. The Public Works team will also clarify which streets are serviced by their staff and which are maintained by the North Carolina Department of Transportation (NCDOT).

The meeting will also be livestreamed on the City’s website<https://www.durhamnc.gov/1104/Durham-Television-Network>; on the City's YouTube<https://www.youtube.com/CityofDurhamNC>, Facebook<https://www.facebook.com/CityofDurhamNC>, and Twitter<https://twitter.com/CityofDurhamNC> channels; and on Roku, Apple TV, and Amazon Fire TV through the free Boxcast app. This meeting will be televised live on Durham Television Network<https://www.durhamnc.gov/1104/Durham-Television-Network> (Spectrum channel 8, Frontier channel 70, and AT&T U-verse channel 99), and be available for on-demand viewing on the City’s YouTube channel after the meeting concludes.

“In the coming weeks, we want to educate our community about how we’re diligently working to preserve road surfaces and how they can safely navigate through work sites throughout the duration of this year’s program,” said Director Marvin Williams with the City’s Public Works Department. “The results from the 2021 Resident Satisfaction Survey<https://durhamnc.gov/ArchiveCenter/ViewFile/Item/5411> show that our residents ranked the maintenance of city streets as one of their top priorities for improvement of City-provided services over the next two years. We’re doing our best to address this important maintenance need and provide well-maintained streets for our city.”

2023 Pavement Program priorities include road repairs and repaving, pavement preservation, and addressing problems on gravel and unpaved roads. Residents can check to see if their street is scheduled for repairs and repaving on the department’s webpage<https://www.durhamnc.gov/DocumentCenter/View/47932/ST-324-Street-List>. Residents can also check here<https://www.durhamnc.gov/DocumentCenter/View/47933/ST-325-Street-List> to see which roads are scheduled to receive surface treatments this year. Also, the list of unpaved city streets to be paved is available here<https://www.durhamnc.gov/DocumentCenter/View/46529/ST-326-Street-List>.

These streets were selected for this year’s program based on the data collected from the 2021 Pavement Condition Index Survey Project<https://cityordinances.durhamnc.gov/OnBaseAgendaOnline/Documents/ViewDocument/Final-Published%20Attachment%20-%2015535%20-%20PRESENTATION%20-%202-%20ATTACHMENT%20A%2C%20RAS%20PAV.pdf?meetingId=541&documentType=Agenda&itemId=29355&publishId=130281&isSection=false>, which rated the condition of all city streets and provided options for managing those streets over the next five years. Residents may also watch the pavement condition study presentation<https://youtu.be/DnfdBho_9YU?t=4728> to learn more, which was presented to the City Council during their August 4, 2022 Work Session.

Roadwork is scheduled to begin in April 2023. Nearby residents will receive advance notice of work beginning on their street through signs that will be placed in neighborhoods approximately one week prior to crews entering the area. Additionally, door hangers will be delivered to homes and businesses several weeks in advance. Motorists and cyclists should be prepared for possible detours if lane closures are needed during the construction process.

Residents may also contact Project Manager Tyler Cloutier with the City’s Public Works Department by email<mailto:tyler.cloutier at durhamnc.gov> with any questions about the 2023 Pavement Program.
