DCHC MPO Seeks Comment on Draft FY24 Call for Projects Recommendations

The Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) holds a Call for Projects once a year for member jurisdictions and agencies as part of its Locally Administered Projects (LAP) program. The FY24 Call for Projects<https://www.dchcmpo.org/resources/locally-managed-project-training> included project funding requests for both non-competitive and competitive funds. The DCHC MPO is seeking your feedback on the recommended projects to receive federal funding. Public comment will be open through March 7, 2023.

Background
Non-competitive (local discretionary) funds are those that are allocated to member jurisdictions based on population and the jurisdictions can request the allocation of these funds to projects within their jurisdictions. These funds are a dedicated portion of Surface Transportation Block Grant Direct Attributable (BGDA) funds that the MPO receives each year. FY24 will be the last year in which this direct allocation will occur and all future BGDA funding will be used as competitive funds in future cycles. Jurisdictions were not required to use all of their available funding in this call but funds must be obligated by 2026 otherwise remaining funds will be added to the competitive funding pool for future calls.
Competitive funds are those that are pooled from several different funding sources and is known as the Regional Flexible Funding (RFF) program. The FY24 RFF consists of BGDA funding, as well as Transportation Alternative Program Direct Attributable (TAPDA), Carbon Reduction Program (CRP), and Congestion Mitigation Air Quality (CMAQ) funds. Member jurisdictions and agencies submit applications that will compete for the available funding in this pool and are scored based on the MPO's Federal Funding Policy.
Applications were due December 9, 2022. For the FY24 Call for Projects, the MPO received four local discretionary and fifteen RFF applications for a total of nineteen project applications.
