President Bonita Green called the meeting to order and welcomed everyone; those present introduced themselves. There were no adjustments to the agenda. Mimi Kessler moved to approve the July minutes, Tom Miller seconded, and this passed.
Comprehensive Plan – People learned a lot from participating in the Comp Plan process. Planning did a good job of listening to residents who were members of their committees, but SE Durham and others felt shut out of the process. There could be more specificity in the plan, as Winston-Salem’s plan show is possible; for example, it doesn’t give any guidance on what to do when goals are contradictory. One thing the is unclear is whether all the place types of the plan give current residents a neighborhood they can continue to afford or want to stay in. The changes in the urban growth boundary are upsetting some residents. Planning wants to continue the processes they have used in the Comp Plan in re-writing the UDO. We should identify some topics to discuss together and devote some time during meetings to doing so. Also it would help to have some articles written on the Comp Plan on topics of concern to communities, and post them to the website.
Elections – Candidate town halls start tomorrow. There are 7 panels, with about 3 candidates per session. People can join live or see the recorded videos. We will resend the schedule to the list-serve and put it on the website. Voter ID will be implemented this year; people can get an ID from the Durham Board of Elections for free, or from the DMV for a small fee and a lot of time. Please share Voter ID information and encourage people to vote. It is illegal to steal candidate signs. The investigation following the accusation of bribery is taking FOREVER to get out of the SBI; will we get an answer before the election?
SCAD – Last night the developers asked for a deferral until after the election, hoping apparently to save the members of Council who would vote for it from being punished at the polls. It was a zoning matter so the community couldn’t lead off the discussion, and once the developers said they wanted a deferral, no-one got to talk. There will be a task force to pick apart the proposal, and maybe improve it.
Neighborhood Reports and Announcements
* What do neighborhoods have about policy on materials on list-serves? Trinity Park got a scurrilous post that got on because it came from reply-all to a post on other list-serves. Most neighborhoods have a policy and moderators, and some have repercussions to repeated violations of policy.
* We need a nomination committee. Bonita appointed Mimi O’Brien and Bruce Mitchell and maybe Tom Miller.
