Just to clarify...three of the four finalists got four votes from Council to move into the "finals"...however, Sheila received five votes 
It doesn't necessarily mean that she w/b their choice though

Could one of the other finalists overcome Huggins' apparent favor with Council? Maybe...but likely, not, IMO.
