We’ve been told that almost half the affordable bond funds are being held by City Council and not assigned for projects.<br>
<br>
Why is this? Do they not trust the Housing Authority people they put in charge? <br>
We’ve also heard CC members say they can'’t control or influence the Authority. How can that be when they approve the appointments?<br>
