I completely agree with Kelly,

Shortly after the Ice Storm of 2001 damage estimates were 'bounced around' 
in the $115-200 million range.   This did not include the economic impact of 
those damages.

While it might be interesting to know exactly how much of that damage was 
caused by fallen branches and whole trees,  anyone who lived thru it would 
testify that if the lines were buried,  most or at least a majority of the 
economic affects for the loss of power would have been avoided.

Again,  a number of people are not asking for an immediate removal of all of 
the overhead power and utility lines......just a phasing in.

Let's start by targeting the more critical services like police and fire 
stations, hospitals, nursing homes, municipal and county services, EMS, 
shelter locations, etc.

It's called 'hardening' them.   In an emergency it's these services and the 
people who are employed by them that are essential for life saving and 
rescue activities which require full operational capabilities.

Then move on to schools, retail and commercial areas.

And finally a coordinated and integrated phase in for neighborhoods and 
residential areas that would not only ensure a reliable power grid during 
these natural disasters,  but also carry with it a beautification bonus 
where we could start enjoying the full mature growth of large trees in our 
urban environment.

Many of us believe that there is a balance between the costs for 
undergrounding utilities and recognize the logistical significance of 
implementing it in Durham.

However,  the consequences of NOT doing this will be a repeat of what we've 
seen before for not only ice storms, but hurricanes, tornados and the errant 
drunk driver who hits a king pin light pole for a neighborhood.
