Doing it as a minor special is ideologically sound -- it says that sometimes it would work and sometimes not (e.g. if you had a relatively small-scale long-term hotel with no banquet-type facilities, the traffic would not be all that high), and it's better to build flexibility into the system.  
 
In practice, it could be a disaster -- a whole new procedure (minor special use) for an unsophisticated neighborhood to master and a loophole to move a big building that needs a lot of traffic to make $$.
 
I would be happier if the propsed text gave some guidance on what makes access through residential areas OK.
