All I know is what was in the Sierra Club update:


Say no to fast-tracking billboard bills at the expense of NC's beauty (and your pocketbook!)

Two days before Earth Day and three days after we paid our income taxes, a state House committee plans to consider bills that would offer taxpayer subsidies to North Carolina's billboard industry, while taking away local control of signage.

They would require the state Department of Transportation to compensate billboard companies if their signs must be moved based on the projected income from the advertising, not the property value of the signs - at a greater cost to taxpayers.

The measures are part of a package of five bills filed in this session that would help out the billboard industry, which has been trying for years to gain these concessions and other special treatment.

What's more, these measures appear to be on a fast-track to the House floor. The idea is to beat the "crossover deadline," by which time certain legislation must be passed by at least one chamber or be dead for the session.
