North Carolina Electric Vehicle Infrastructure (NEVI) Deployment plan





On *September 27, 2022*, the Federal Highway Administration (FHWA) approved
the North Carolina Electric Vehicle Infrastructure Deployment (NEVI) plan.
Part of the Bipartisan Infrastructure Law, the NEVI program aims to create
a national network of 500,000 electric vehicle charging stations along
designated alternative fuel corridors (AFCs). In North Carolina, the NEVI
funding will provide approximately $109 million to continue the build-out
of the state’s electric vehicle charging infrastructure, accomplish the
goals set forth in Executive Order 246, and accelerate the work of the NC
Clean Transportation Plan by:

   - Building an easily accessible EV charging network;
   - Increasing overall network reliability;
   - Ensuring equitable location of EV chargers, particularly in
   historically disadvantaged communities;
   - Expanding access to economic and workforce development opportunities;
   and
   - Ensuring reliability during emergency events.



North Carolina’s plan will use NEVI program formula funding in a
cost-efficient way that creates a reliable and accessible public EV
charging network. The plan will be carried out in two phases:



*Phase 1* is focused on the build-out of NEVI-compliant stations along the
approved AFCs in North Carolina to provide reliable regional and interstate
electric vehicle travel across the state. Once Phase 1 is complete,* Phase
2* will be focused on community-based public electric vehicle charging or
other critical infrastructure needs.



*What are the next steps?*

NCDOT will begin initiating Phase 1 of the plan in October 2022 while also
commencing foundational public engagement work for Phase 2. The team will
work with market participants and community stakeholders to ensure the
charging infrastructure is deployed in an equitable, resilient, and
