[Esip-preserve] DataCite to require "landing pages"

Oddly, perhaps, I agree with you both (doubt I'll get cheers and applause, but
regardless). I think it would be useful to identify use cases where the landing
pages should provide a full suite of stuff and others where some aspects aren't
necessary.
