[esip-semantictech] First Public Working Draft of SWEET

There will be loads of links which do not work until we formally begin publishing subsequent drafts of the document. I suggest we publish one one or two weeks prior to every semtech committee meeting such that people can review it and provide feedback for the meeting.
I'll be updating the document almost on a daily basis from now onwards so I'll make best efforts to get a list of TODO items together which we can divide amongst interested folks.
