Several years ago (1997) several neighbors in Watts Hospital Hillandale
started getting very similar letters.
After spending a couple weeks investigating it, we eventually got a letter
from the Post Office at 27705 that clarified it.
Basically it said that some areas (in our neighborhood) should have never
been approved for house delivery because the lot sizes were more than 50
feet across. These areas should have been required to have curb mailboxes
when they were developed.
However, the post office (Bobby Wilson at the time) was trying to keep the
inconvenience of switching them to a minimum by only
requiring the change when NEW residents moved in (thus the variability of
some getting notices while others in the 'hood didn't).
Over time, it was hoped by the post office to be able to bring those areas
into 'compliance' and be more efficient while leaving the other areas that
were in compliance alone.
It was my understanding (although it wasn't specifically stated) that homes
with doorside delivery in areas with 50 foot or less wide lots are NOT
affected by this.
