This e-mail from Frank Duke let's neighborhoods know how to post
announcement signs and still stay within the guidelines of the sign
ordinances. There had been some confusion on the INC list serve.  -Ken Gasch

I am not sure what your question is, so I am not sure how to respond.

In general, non-commercial signs are considered protected free speech
and do not require permits.

Non -commercial signs may be placed on private property (with the
consent of the property owner) so long as they do not exceed the maximum
size regulated sign that would be allowed (on residential property that
6 square feet; on nonresidential property 32 square feet).

Non-commercial signs may also be placed in the right-of-way of City
streets, but not State roads (NCDOT does not authorize any signs within
their right of way and reserves the right to remove them with no warning
or compensation), provided that they are not placed on trees or utility
poles or in sight distance triangles at intersections. These signs may
also be up to 6 square feet. They may also be no more than 4 feet off
the ground at the highest point if placed in the right-of-way.

If you are looking for ways to post neighborhood or community
announcements, placing appropriate sized signs on stakes and locating
them on private property or in the right-of-way (provided you meet the
locational restrictions) would not require any permits.
