It is my understanding there were two main concerns in having City
employees handle such requests: a liability concern if the City employee
is injured due to working on "live" wires belonging to another entity
(Duke Power); and, does this set up the City outside of "core" services
offered for the community then requiring the City to intercede with
other types of services typically offered by vendors such as cable or
telephone work.
I was told by the DPD Steve Mihaich (formerly with the Gang Unit) that
Duke Power is contacted at the receipt of my email notification to the
Gang Unit. Duke will pull down the shoes based on their work schedules
and DPD will patrol the surrounding areas for other evidence. This may
have changed since my conversation which occurred during the first
quarter of 2005.

Thank you Ken for reminding everyone of this.
I looked into tennis shoes on power lines last spring when I toured the
Lyon Park Center and noticed that there were three pair of shoes on
power lines in the blocks surrounding the center. I was told by our own
police department that this is generally a sign that gangs use for
various reasons. However, not every pair of tennis shoes means
something, could just be mischievous kids.
I was and still am very concerned by the process for which the shoes are
dealt with. I spoke with folks in the City, Police Department, and Duke
Power and was unable to determine a coherent and responsive system for
the shoes. Essentially Duke Power cuts the shoes down, but only when
they receive a report from the Police Department. In order to not
overburden Duke Power, the Police Department was waiting until they had
several requests before asking Duke Power to come out. This means that
tennis shoes could stay on the lines for weeks and even months in some
cases. I thought that it was unacceptable. Especially because there
was no big truck that came out, just a guy with a pole with scissors on
the end that cuts the laces and lets the shoes fall. While the PD
officials I spoke to told me that often they want to monitor the areas
with shoes for a while, I thought leaving a gang symbol in place for
even a moment after it was spotted was too long. Maybe I am too narrow
in that view.
In speaking with Scott Gardner at Duke Power I was told that he thought
that City employees could be trained to remove the shoes themselves by
Duke Power. This would require that someone in the city take on that
responsibility/risk, maybe Impact Team. Bear in mind, it can be done
safely with training.
This begs the question, if we report to Durham One Call, then why can't
they treat it just like graffiti. Run it through gang operations for
recording and monitoring and then have it immediately removed by Impact
Team. I was not able to get straight answer last spring. Maybe someone
has them now.

Citizens should report tennis shoes on power lines to the Durham OneCall
at 560-1200.
OneCall will in turn report it to the PD's Gang Resistance Unit as shoes
on power lines are used by gangs to mark territory or show where drugs
are for sale.
The PD calls Duke Power and makes the final report to have the shoes
taken down.
