Interesting article on new ideas in addressing homelessness, police 
brutality, and smog.

It says that we think about the characteristics of the homeless in the wrong 
way.  There is some recent research that humans make snap judgements on 
distributions and that lets us be pretty good at estimating unknown 
quantities in general, but go spectacularly wrong when we get the 
distribution wrong (but I couldn't find a reference to this)
