The timing on this is probably too short for INC action, but your
neighborhood may want to send someone to this meeting on proposals about
conserving water.

Subject: Stakeholder Meeting for Proposed Water Use Ordinances
Dear Neighborhood Association Leaders,
The City of Durham Water Conservation Program is developing two ordinances
that affect landscape watering along with other non-potable uses of City
water and is seeking stakeholder input. The first ordinance is a rain or
moisture sensor ordinance that would require such a device to be installed
on all automatic irrigation systems, temporarily overriding their schedule
in the event of a precipitation event. The second is a water waste
ordinance that would prohibit various non-beneficial uses of City water
including:
Over-watering of landscaped areas so as to cause runoff into public right-of
ways
Watering impervious surfaces (overspray from irrigation systems)
Watering landscape during precipitation events
Allowing known leaks to continue unfixed
Allowing water used to wash vehicles or equipment to run into the public
right-of-way
The main goal of these ordinances is to ensure that City treated and
distributed potable water is used properly and efficiently for non-potable
uses, such as outdoor watering. We would like to convene an evening meeting
in late February or March to discuss these proposed ordinances with
representatives of home owners and neighborhood associations, and landscape
contractors.
The meeting will feature a presentation from City personnel regarding the
rationale behind these ordinances, and from an industry representative
regarding applicable irrigation technology. We will spend the remainder of
the meeting listening to feedback and discussion from the stakeholders
regarding the various aspects of the ordinance. Please feel free to forward
this to others that you think might be interesting in participating in this
discussion.
