INC NEWS - NRIA Residential Improvement Project scam?

The other day we got an official looking large post card from NRIA that gave the impression that it is a governmental or institutional organization that "pre-qualified" us to participate in an Energy Tax Incentive program.

I've done some searching and found http://www.brownstoner.com/forum/archives/2006/11/anybody_know_ab.html

If it sounds too good to be true,  it probably is.
